Description: Create vector tile archives in 'PMTiles' format from 'sf'
        spatial data frames. Supports 'Mapbox Vector Tile' ('MVT') and
        'MapLibre Tile' ('MLT') output formats. Uses a 'Rust' backend
        via 'extendr' for fast, in-memory tiling with zero external
        system dependencies.
